AUGUST 27. 1991 <br /> <br />~.~.-negative impact on the downtown promotional committee's activities.because <br /> <br />the committee will market the possible uses of downtown, whatever those uses <br /> <br />may be. .Upon motion, duly seconded and by a vote of 4 "yes" and 1 "no" <br />(Vice-Mayor Groden), Council adopted the following Ordinance No. 91-1:2: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled, August 27, 1991, that the City's Zoning Ordinance <br />be amended by adding Paragraph 12 Industrial Uses - Special, to Section VIII <br />Regulations for Special Types of Uses, Paragraph C Types of Special Uses, as <br />follo,:~s :' <br /> <br />12. <br /> <br />Industrial Uses - Special. The following industrial uses: medical <br />supply manufacturing(not=including pharmaceutical production), cut and <br />sew operations, wire harness assembly, software manufacturing, packaging <br />and stuffing, electronics assembly, mechanical components assembly, <br />"clean room" assembly of products and similar clean industries; may be <br />permitted, subject to this section, in the C-2 Commercial District. <br />Such uses shall be permitted only upon finding by City Council and the <br />Planning Commission that the use is not incompatible with existing uses <br />of other properties in the immediate area in which it is located. Such <br />uses shall be determined to be safe and promote public welfare in <br />relation to neighboring properties. The petition for a special use <br />permit shall be accompanied by appropriate documents showing: <br /> <br />The location and approximate size of existing and proposed <br />buildings and structures within three hundred (300) feet adjacent <br />thereto; <br /> <br />d o <br /> <br />Proposed provision for storm drainage and utilities; <br /> <br />Proposed provision for a fire suppression system in conformance <br />with all City and State codes; <br /> <br />Architectural sketches at an appropriate scale showing building <br />elevations front and side and proposed use; <br /> <br />Proposed schedule of development, including likely stages to be <br />followed; <br /> <br />Proposed points of ingress and egress; <br /> <br />Location and extent of service and loading areas; <br /> <br />Location and extent of proposed parking areas at a ratio of 5~e (1) <br />space per employee; and : = '. <br /> <br />Proposed alterations to existing structures, including screening, <br />lighting, signs, landscaping, window treatments, and other elements <br />as .may be stipulated by the City Council or 'by the Planning <br />Commission. <br /> <br />CounCil considered adoptions on second reading~ of Ordinance No. 91-14 <br /> <br /> <br />
