~l~i! ~=~ TUESDAY, AUGUST 27,-1991

amending'rthe Subdivision OrdinanCe in '~i~s entirety as recommended by the
Administration. +Mr. James H. Ford, Chairman of the Planning Commission,
appeared to speak in opposition to the proposed Ordinance. Mr. Ford voiced
objections to several particular points in the proposed Ordinance and
suggested that a consultant be hired to review this Ordinance with the
Planning Commission. Mr. Ford also stated that he felt Council's
consideration of the Ordinance was improper under State law because the
specific Ordinance being considered by Council had not been considered by the
Planning Commission. Mr. Brown and City Attorney David Worthydisagreed with
this contention, stating that a version of the "administrative" Subdivision
Ordinance had been referred to the Commission several years ago and had been
rejected by the Commission. Upon motion, duly seconded and by unanimous
vote, Council referred the proposed Subdivision Ordinance to the Planning
CommisSion for their review. In referring this matter to the-Planning
Commission, Council noted the following: (1) it favored an agent-administered
ordinance, and (2) if the Planning Commission and administrative staff find
that they cannot put the Ordinance in proper form after a serious effort is
made to do so, the Commission could approach Council witha request for
funding to hire a consultant to assist in this effort.

Council rescheduled its October 8, 1991 regular meeting for Octoberl0, 1991
at 9:30.A.M. due to its conflict with the Virginia Municipal League's Annual
Conference.

Council acknowledged a financial report for the month ending July 31, 1991.

Councilman Oakes announced that he would be attending the National League of
Cities Annual Conference which will be he~d in Las Vegas in December, 1991.
