TUESDAY, AUGUST 27,11991 <br />in the~Pl~odway District, which was contained in Section 4.3 (A) of~l the <br />proposed· Ordinance, because of the potential for these uses to make a <br />flooding situation worse. Councilman Adams made a motion to adopt the <br />Ordinance as proposed, with the deletion of forestry and outdoor plant <br />nurseries from Section 4.3 (A). This motion was seconded and defeated by a <br />vote of 1 "yes" (Councilman Adams) and 4 "no". Upon motion, duly se"onded <br />and by unanimous vote, Council adopted the Ordinance as presented. <br />Councilman Adams asked that the minutes reflect his opposit. ion to the <br />allowable uses as noted in Section 4.3 (A). (A full copy of the Ordinance is <br />on file in the Office of the Clerk of Council.) <br /> <br /> Council considered adoption, on' second reading, of Ordinance No. 91-12 <br /> amending Section VIII, Paragraph C of the City's Zoning Ordinance to allow by <br /> Special Use Permit certain "light" industrial uses within the C-2 (CBD) <br /> Commercial District. City Manager Brown commented that!this matter had been <br /> referred to the downtown promotional committee for recommendation, but that <br /> the committee had declined to take a position on this issue because it felt <br /> that it would be inappropriate to do so. Vice-Mayor Groden said that he <br /> opposed the allowance of "light" industrial uses by Special Use Permit and <br /> instead favored the allowance of such uses "by right". Vice-Mayor Groden <br /> stated that he felt the Administration should be able to administer an <br /> ordinance which would allow the uses "by right". Councilman Oakes said that <br /> he felt Council could consider such a change after the allowance of "light" <br /> industrial uses by Special Use Permit was given a trial period. Councilman <br /> Oakes also stated that because this was such a major.change for downtown, the <br /> property.owners and business operators should have an opportunity to ;oice <br /> their concerns regarding a potential "light" industrial use prior to the <br /> gra~l~ting of a Special Use Permit. In response to a question by Councilman <br /> Adam~, Mr. Brown stated that the adoption of this Ordinance would not have a <br /> <br /> <br />
