.224 <br /> <br /> ~.~;~TUESDAY, AUGUST 2.7, 1991 <br /> <br />~'~IA~ regular semi~monthly meeting of the Council of the City of~Martinsville, <br /> <br /> with Mayor Allan McClain presiding, was held Tuesday, August 27, 1991 in the <br /> Council Chamber, City Hall, beginning at 3:00 P.M. All members of Council <br /> were present': Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. <br /> Adams, Jr.~ L.D. Oakes; and Clyde L. Williams. <br /> <br /> Council considered a discussion of recruitment and screening procedures for <br /> selecting a new City Manager. Mr. R. Michael Amyx, Executive Director of the <br /> Virginia Municipal League, was present to outline Council's optio~ with <br /> regard to this matter and to respond to questions relatingto recruitment and <br /> selection practices for City Manager vacancies. <br /> <br /> Council also considered a discussion of legislation drafted by the VML/VACo <br /> <br /> 'Joint Task Force on Annexation. Mr. Amyx gave a broad overview of the <br />proposed legislation and responded to questions from Council regarding the <br /> <br /> legislation and its effects on Martinsville's ability to annex. <br /> <br /> Mayor IMcClain then declared the meeting in recess. <br /> <br /> Council reconvened at 7:30 P.M. in the Council Chamber, with all members of <br /> Council present, to consider the regular agenda items. <br /> <br /> After the invocation, followed by Mayor McClain's cordial welcome to visitors <br /> <br /> -present, Council approved the minutes of its August 13, 1991 meeting as <br />· circulated. ~ <br /> <br /> Council considered adoption, on second reading, of Ordinance No. 91-11 <br /> amending the City's Flood'Plain Ordinance in its entirety. Councilmar Adams <br /> sta~ed that he opposed the allowance of forestry and outdoor plant nurseries <br /> <br /> <br />
