TUESDAY, AUGUST 13. 1991 <br />Upon motien, duly seconded and by unanimous vote, Council awarded a bid ~for <br /> <br />banking services for the Insurance Trust Fund to Patrick Henry National Bank <br /> <br />for a three-year period. <br /> <br />Council considered reappropriation of funds for outstanding Purchase Orders. <br />Mr. Brown explained that in preparing the FY91-92 Budget, it was anticipated <br />that the funds covered by the Purchase Orders would be spent in FY90-91'. <br />However, as in most years, there are Purchase Orders issued but w~.~rk on <br />projects is not completed or materials are not delivered in time to charge to <br />the prior year's budget. Upon motion, duly seconded and byunanimous vote; <br />Council approved the following appropriations: (1) General Fund $1,642; (2) <br />Water Fund $70,841; (3) Electric Fund $26,825; and (4) Electric Escrow <br />$8,217. <br /> <br />Council acknowledged a financial report for the month ending 6/30/91 as <br />prepared bythe Director of Finance. <br /> <br />Council acknowledged an annual Personnel Office report for the fiscal year <br />ending 6/30/91. Ms. Judy D. Robertson, Personnel Operations Supervisor, was <br />presentto respond to questions from Council regarding the report. Mr. Brown <br />also noted that he had provided Council with written guidelines and <br />procedures covering the employment of personnel under the City Manager. Mr. <br />Brown stated that the guidelines had been prepared.in such a way that they <br />will give an opportunity to the Personnel Operations Supervisor to review the <br />final group of applicants' qualifications to insure conformity with all <br />regulations related to fair employment practices. The procedure also gives <br />the City Manager the privilege of approving or disapproving the hiring <br />selection. Mr. Brown stated that the changes as outlined should se~ve to <br />strengthen the City's hiring practices. Several members of Council commended <br /> <br /> <br />
