~.TUESDAY,' AUGUST 13. 1991 <br /> <br />'~ area situated adjacent to Dr D.O. Baldwin Park. Mr. Brown ~expla. ined~that <br /> Mr. Clyde Williams, Jr. had expressed an interest in leasing this property <br /> for use as a golf driving range. Mr. Brown stated that he was in general <br /> support of this proposal, if properly operated and controlled, however golf <br /> driving ranges are not permitted in the R-6 Residential zone. Therefore, <br /> unless the Zoning Ordinance is amended to allow golf driving ranges in the R- <br /> 6 zone or unless the property is zoned C-3 Commercial, a golf driving range <br /> could notbe operated in this area. Upon motion, duly seconded and bya vote <br /> of 4 "yes" and 1 "abstain" (Councilman Williams), Council referred <br /> consideration of this matter to the Planning Commission for their st~<iy and <br /> recommendation. .~!= <br /> <br /> Council considered adoption of a Section 3 Plan and an Anti-Displacement Plan <br /> related to the Community Development Block Grant for the Smith Lake Road <br /> Housing Project. Mr. Brown explained that adoption of the plans by Council <br /> was required as a condition for receiving grant monies for the project. <br /> Councilman Adams suggested minor changes to the plans and Mr. Brown said that <br /> he would review whether or not these could be made. Upon motion, duly <br /> seconded and by unanimous vote, COuncil adopted the Section 3 Plan and the <br /> =Anti-Displacement Plan (copies of which are on file in the Clerk of Council's <br /> .-Office). <br /> <br />Council acknowledged a quarterly report by the Treasurer on the investment of <br />- City!funds.. Treasurer John W. Bouldin, Jr. was present to answer questions <br />· regarding the report. Mr. Bouldin commented that he would be retiring under <br />the proQisions of the State's Early Retirement Program on October 1, 1991 and <br />expressed appreciation to Council and to the City Administration for the good <br />working relationship he has enjoyed with them. <br /> <br /> <br />
