i~!=!.= ~!=~=~=~! ~=~=~!~ .=.. TUESDAY, AUGUST 13,199 1
Flood/insurance Program.= In response to concerns expressed by CoUncilman

Adams, Mr..Brown stated that the City Staff would research the question of
the .allowance of forestry and outdoor plant nurseries in the Floodway
District. Upon motion, duly seconded and by unanimous vote, Council approved
the Ordinance on first reading.

Council conducted a public hearing on a proposal by the City Administration
to amend the Zoning Ordinance to allow certain "light" industrial uses in the
C-2 (CBD) 'Commercial District "by right". Ms. Georgia Lee, of C.W. Holt,
Inc., stated that she hoped Council would delay any amendment in the Zoning
Ordinance until a recommendation had been given by the new ad hoc committee
which has been formed to promote downtown. There being no other public
comment, Mayor McClain declared the public hearing closed.

Council considered approval, on' first reading, of one of the following:
Ordinance No. 91-12 amending Section VIII, Paragraph C of the City's ~=!~3ning
Ordinance to allow by Special Use Permit certain "light" industrial uses
within the-.C-2 .(CBD) Commercial District; or Ordinance No.-91'13-~amending
Sectionl V, Paragraph K'of the City's Zoning Ordinance~.to allow "by right"
certain-2'light" industry in the C-2 District. Councilman Williams made a
motion to delay action on either proposal until Council receives a
recommendation from the ad hoc committee. This motion was seconded.by
Councilman Adams. Vice-Mayor Groden stated that he felt Council needed to
provide guidance to the ad hoc committee and that an appropriate action would
be to approve one of the proposed Ordinances on first reading. Councilman
Oakes a~reed with Vice-Mayor Groden, stating that he felt the issuelhad been

.delayed long enough. The motion and the second to table this matter were
then withdrawn. Vice-Mayor Groden stated that he favored the adoption of
Ordihance No. 91-13 which would allow "light" industrial uses in the C-2
