AUGUST 13, 1991 <br /> <br />,~!,i!~.~i~ regular semi-monthly meeting of the Council of the City of~Martinsville, <br /> <br /> Virginia, with Mayor Allan McClain presiding, was held Tuesday, August 13, <br /> 1991, in the Council Chamber, City Hall, beginning at 9:30 A.M. All members <br /> of Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; <br /> George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. <br /> <br />After theinvocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its July 18 and 23, 1991 meetings as <br />circulated~. <br /> <br /> -= Retirement stripends were presented to Vera E. Martin, Senior Account Clerk, <br /> Finance Department, 45 years service (who was present) and Heath J.C. Stone, <br /> Water/Wastewater Plant Maintenance Supervisor, Water Resources Department, 34 <br /> years service (who was not present). <br /> <br />~ Awards for service on boards and commissions were presented to the following <br /> individualswh0 were present: James H. Johnson, Jr. (Industrial Development <br /> <br />. Authority 1983-91); William Shackleford, Sr. (Social Services Administi~ative <br /> Board 1989.91); William M. Bouldin (OEDP Committee 1987-91); Raymond D. <br /> Ferrell (OEDP Committee 1987-91); and J. Lloyd Gregory (OEDP Committee 1989- <br /> 91). An award was also presented to Melanie Hain (Transportation Safety <br /> <br /> · Commission 1989-91), who was not present. <br /> <br /> Council'conducted a public hearing on Ordinance No. 91-11 amending the City's <br /> <br /> Flood Plain Ordinance in its entirety. There being no public comment, Mayor <br />~I McClain'declared the public hearing closed. In response to a question by <br /> <br /> Councilman Oakes, City Manager Brown explained that no significant changes <br /> are being proposed to the Ordinance, but the Ordinance is proposed to be <br /> recodified to bring the City into compliance with changes to the National <br /> <br /> <br />
