AUGUST 13, 1991 ,~!,i!~.~i~ regular semi-monthly meeting of the Council of the City of~Martinsville, Virginia, with Mayor Allan McClain presiding, was held Tuesday, August 13, 1991, in the Council Chamber, City Hall, beginning at 9:30 A.M. All members of Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. After theinvocation, followed by Mayor McClain's cordial welcome to visitors present, Council approved the minutes of its July 18 and 23, 1991 meetings as circulated~. -= Retirement stripends were presented to Vera E. Martin, Senior Account Clerk, Finance Department, 45 years service (who was present) and Heath J.C. Stone, Water/Wastewater Plant Maintenance Supervisor, Water Resources Department, 34 years service (who was not present). ~ Awards for service on boards and commissions were presented to the following individualswh0 were present: James H. Johnson, Jr. (Industrial Development . Authority 1983-91); William Shackleford, Sr. (Social Services Administi~ative Board 1989.91); William M. Bouldin (OEDP Committee 1987-91); Raymond D. Ferrell (OEDP Committee 1987-91); and J. Lloyd Gregory (OEDP Committee 1989- 91). An award was also presented to Melanie Hain (Transportation Safety · Commission 1989-91), who was not present. Council'conducted a public hearing on Ordinance No. 91-11 amending the City's Flood Plain Ordinance in its entirety. There being no public comment, Mayor ~I McClain'declared the public hearing closed. In response to a question by Councilman Oakes, City Manager Brown explained that no significant changes are being proposed to the Ordinance, but the Ordinance is proposed to be recodified to bring the City into compliance with changes to the National
