Upon motion, duly seconded and by a <br />vote of 4 "yes" and 1 "no" (Vice-Mayor Groden), Council adopted Ordinance No. <br />91-12 on first reading. Council requested that the ad hoc committee formed <br />to promote downtown consider this matter prior to the next Council meeting. <br /> <br />Council considered approval, on first reading, of Ordinance No. 91-1'4 <br />amending the Subdivision Ordinance in its entirety. Councilman Adams <br />suggested several minor revisions to the Ordinance as presented. Mr. Brown <br />said that appropriate changes would be included when Council considered <br />adoption of the Ordinance on second reading. Upon motion, duly seconded and <br />byI~nanimous vote, Council adopted the Ordinance on first reading. <br /> <br />Council considered approval of a Resolution adopting an updated Em,.?-!~gency <br />Operations'Pla~ for the City. Mr. Brown explained that several year~ ago the <br />City prepared an Emergency Operations Plan meeting State requirements, but <br />the'Statehas now developed a new Plan for localities with assistance from <br />local~merg~ncy~Services Coordinators and Directors. Mr. Brown commended W. <br />Lewis Reeves, Fire Chief, for his work on the Plan. Upon motion, duly <br />seCOnded and by unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, there exist many dangers of many types, including man-made <br />disasters, natural disasters, and possible hostile actions of an <br />unknown enemy; and <br /> <br />WHEREAS, the safety and protection of the citizens and property is <br />of foremost concern to the City Council of the City of <br />Martinsville, Virginia; and <br /> <br />WHEREAS, the City Council desires and the Commonwealth of Virginia <br />statutes require the adoption of appropriate planned protective <br />measures; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br /> <br /> <br />
