TUESDAY, JULY 23-~= 1991 <br />seconded and by unanimous vote, Council accepted the recommendation of~the <br />City Manager assuming that there is interest in this concept on the part of <br />the private sector. 'Councilman Oakes asked that committee membership be left <br />open for new members, that Council be informed of all committee meetings, and <br />that a tour be arranged of other cities which have participated in the Main <br />Street Program. <br /> <br />Council considered proposals for financing the purchase of school buses.' Mr. <br />Brown recommended that the bid be awarded to Sovran Bank', the low~ bidder, <br />which offered a 7.48% fixed rate over 60 months, resulting in a 5-year cost <br />of $418,711.89. Upon motion, duly seconded and by unanimous;vote, Council <br />accepted the proposal offered by Soyran Bank. <br /> <br />Council set a public hearing for August 13, 1991 on a proposal to amend the <br />City's Flood Plain Ordinance in its entirety. <br /> <br />council acknowledged a status report on the jail study in which Mr. Brown <br />reported that he and C. Lee Lintecum, Henry County Administrator, were <br />working to a~tempt to get Martinsville and Henry County !certified for <br />regionaljail funding status. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as <br />amended), and upon motion, duly seconded and carried by a unanimous-recorded <br />vote, Council convened into Executive Session for the purpose of considering <br />the~Iollowing matters, all as authorized by Subsectional of Section 2.1- <br />344(A): (1) an appointment to the Industrial Development Authority; (2) <br />appointments to the Overall Economic Development ProgramCommittee;-and (3) <br />a personnel matter involving personnel under the jurisdiction of Councils' At <br />the conclusion of this Executive Session, Council reconvened into regular <br /> <br /> <br />
