.TUESDAY, JULY 23, 1991 <br /> <br />..... motion, duly.seconded and by unanimous vote', Council deferred action .on this <br /> <br />proposal and set.a public hearing for the August 13, 1991 meeting on the <br /> <br />Administration's proposal (at which time Council will have received a <br /> <br />~ecommendation from the. Planning Commission). <br /> <br /> Council considered a report and recommendation regarding the formation of an <br /> organization that would plan and direct activities related to downtown. Mr. <br /> Brown reviewed the work which had been done on this project by the City <br /> Administration and staff of the West Piedmont Planning District Commission, <br /> which was set, out in a written memorandum to Council. Mr. Brown said. ithat <br /> after meeting with private consultant Garland Okerlund and with Ms. shea <br /> Hollifield, of the Virginia Main Street Program, an ad hoc committee had been <br /> formed to evaluate the possibility of establishing a downtown revitalization <br /> organization patterned after the Main Street Program. The following <br /> individuals comprised the initial ad hoc committee: Steve Draper, Robert <br /> Canupp, Georgia Lee, Earle Greene, Raymond Ferrell, Bill Stone, Joseph <br /> Philpott, Ben Meador, Tom Leath, John Franck, Mark Black and James UNubb.y" <br /> Coleman.. The committee met for the first time on July 16, 1991 and heard a <br /> presentation from Mr.- Timothy Pfohl, of the Virginia Main Street PrOgram. <br /> Mr. Brown said that a majority of those attending agreed that. the new <br /> organization when established should replace the Commercial Development <br /> COmmisSion and Downtown Business Association. Mr. Brown recommended that <br /> <br />,Council. support the Main Street Program concept and encourage the formation <br /> of an-organization generally from the private sector that would be charged <br /> with.implementingthe Program concepts that would be geared to Martinsville's <br /> specific needs in the CBD. In response to a question by Councilman Adams, <br /> <br />;- Mr.~ Brown said that .he would recommend that the Executive Directorofthe <br /> EcOnomic Development Corporation of M-HC be an ex-officio memberof the new <br /> <br /> organization to serve in a supporting and advisory role.
