TUESDAY, JULY 23, 1991 <br />and internat~circulation and that the Special Use Permit would be subject to <br />thesa~e conditions which were originally placed on the permit issued by City <br />Council on August 28, 1990. There being no public comment, Mayor McClain <br />declared the public .hearing closed. Upon motion, duly seconded and by <br />unanimous vote, Council approved the Special Use Permit modification..~.~ <br /> <br />Council conducted a public hearing on a request by the Martinsville-Henry <br />County Economic Development Corporation to amend Section VIII, Paragraph C of <br />the City's Zoning Ordinance to allow by Special Use Permit certain "light" <br />industrial uses within the C-2 Commercial District (Central Business <br />District). Ms. Joan Kochersperger, of Bill's Jewelers, stated that she felt <br />this issue should be tabled until the new organization which will be involved <br />in the promotion of downtown has had an opportunity to review it. Mr. IBob <br />Franck, of BMS Temporaries, stated that he favored the allowance of light <br />industry downtown because of the possibility that jobs could be created as.a <br />result of the change. Mr. Cecil Trent, of Used But Nice Furniture, stated <br />that he supported the allowance of light industry by Special Use Permit <br />because he felt it would aid the economic viability of the area. Mr. Earle <br />Greene, property owner in the CBD, stated that he did not .feel that the <br />allowance of light industry by Special Use Permit meant that property owners <br />would~ not attempt to market their buildings to retailers, instead, the <br />proposal would give the owners broader opportunities in marketing their <br />property. Mr. Hal Prillaman, also a property owner fin the CBD, stated that <br />he supported the proposal and that he did not feel the change would be a <br />detrimentto retailers. There being no other public comment, Mayor McClain <br />declared the public hearing closed. Several Councilmen expressed concern <br />that.~Councit should not act on this proposal until it had~ received a <br />recommendation from the Planning Commission regarding the-Administration's <br />proposal to allow light industry "by right" in the C-2 District.
