TUESDAY, JULY 23, 1991 A:~regular semi-monthly meeting of the Council of' the City of Ma~tinsville, Virginia, with Mayor Allan McClain presiding, was held Tuesday, July 23,199i in the Council Chamber, City Hall, beginning at 7:30 P.'M. The following members 'of Council were present: Allan McClain, Mayor; AlfredT. Groden, Vice-Mayor; George B. Adams, Jr.; and L.D. Oakes. Absent was Clyde L. Williams who was away'from the City. Afterthe invocation, followed by Mayor McClain's cordial welcome to visitors present, Council approved the minutes of its July 9, 1991 meeting as circulated. ' Council conducted a public hearing on a request by Ginger Painter and Karen Joy.ce, onbehalf of Peter and Sally Zimmerman, for the rezoning of Lot 24 located at 315 Starling Avenue from R-6 Residential to P-2 Professional. There being nopublic comment, Mayor :McClain declared the public hearing ctosed.~-Upon motion, duly seconded and by unanimous vote, Councill adopted the following-Ordinance: ' ~E IT ORDAINED by the Council of the City of Martinsville, Virginia in regular session assembled this twenty-third day of July, 1991, that the Zoning Map of the City of Martinsville, Virginia, be--and is hereby--amended to the extent that Lot 24, located at 315 Starling Avenue is hereby rezoned from R-6 Residential to P-2 Professional. BE IT FURTHER ORDAINED by said Council, that, an emergency existing,.this'ordinance shall be in force on and after July 24, Council conducted-:a:public hearing on a request by Theofilos G. Balabanis to modify'a Special.Use Permit issued for the construction of a residential' custodial care facility located northeast of Oneida Street.- City Manager Brown'~explained'that the modification was being requested to reflect changes in the siting of the proposed building and other changes relative to parking
