.,~TUESDAY, JULY 23, i991 <br /> <br />'.~.:.:se. ssion, wherein, by a recorded ~ote, each member of CounciI.'~tified:that <br /> <br />--I(1) only public business matters exempted from open meeting requirements were <br /> discussed in said Executive Session, and (2) only those business matters <br /> identified in the motion convening the Executive Session were heard, <br /> discussed or considered during said Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council appointed Mr.' David <br />Currier,. 1508 Whittle Road, to an unexpired term ending 9/26/91 .on the <br />Industrial Development Authority (created by the resignation of James H. <br />Johnson, Jr. ) and reappointed the following individuals to the Overall <br />Economic Development Program Committee for a one year term ending 7/28/92: <br />F. Woods Carter, E. Wayne Eanes, Samuel O. Fowler, Agnes.M-.' Hairston,' Cij~homas <br />L. Harned, William B. Muse, Jr., Annie C. Pettie, and William A. ShaCkleford, <br />Sro 0- <br /> <br />With regard to the personnel matter, Mr. Brown announced that he would be <br />retiring-from the position of City Manager as of October 1, 1991 under the <br />provisions of the Virginia Retirement System's early retirement program. Mr. <br />Brown said that he would have preferred to give Council more notice of his <br />decision, but that this was not possible due to the short time period in <br />which individuals were allowed to apply for retirement under the early <br />retirement program. Mr. Brown said that this was a difficult decision for <br />him personally, especially considering his more than 40 years of service to <br />the City. Mr. Brown expressed his appreciation to the Council for its <br />support of the City Administration during the time in which he has served as <br />City Manager. Mr. Brown said that he was concerned with the short notice <br />given to Council of his decision, especially with regard to the ongoingmajor <br />projects which he has been closely involved with, and offered his services as <br />a consultant or advisor to Council in the interim period between October 1 <br /> <br /> <br />
