Mr. Brown stated that lhe-had no <br /> problem with the Planning Commission's proposal as such, but that he would <br /> recommend that, if Council were to adopt their version, any site plan review <br /> be done by the agent of the Planning Commission rather than by the Commission <br /> itself. Mr. Brown gave an overview of the Administrative Zoning Ordinance <br /> includinga new proposed Zoning Map, which included three "General" zones in <br /> which'~bothsingle-family and multiple-family residences would be allowed. <br /> Mr. Brown explained that the Planning Commission had included General zones <br /> intheir first~ersion of the Ordinance, but decided to drop-theconcept when <br /> it found difficulty in drawing a Zoning Map containing such zones.~,,In <br /> responselto a question by Mayor McClain, Mr. Reed confirmed that the'main <br /> =reason the' Planning Commission decided to drop the concept of General zones <br /> was~that the Commission had found it extremely difficult to define these <br /> -Izones. ~Councilman Adams, who was a member of the Planning Commission at the <br /> <br /> time. in which"the General zone concept was debated, agreed with this <br /> <br />-assertion and ~stated that he felt the current Special Use Permit-procedure <br /> was good. in that~ it generates healthy debate about land~.~use and allows <br /> property owners in a neighborhood to voice their concerns about~a particular <br /> development or land use. Mayor McClain asked the Planning Commission members <br /> present if they would be willing to reconsider the General zone concept in <br /> light of the new map which had been drawn. After a brief recess in which the <br /> Planning Commission members conferred among themselves, Mr. George Cox stated <br /> that the members who were present were in agreement that they still favored <br /> the Planning Commission's proposed Ordinance, but felt that the entire <br /> Commission should have the opportunity to examine the new map. Upon motion~ <br /> duly seconded and by unanimous vote, Council referred consideration of this <br /> matter back to the Planning Commission. <br /> <br /> <br />
