THURSDAY, JULY 18, 1991 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor Allan McClain presiding, was held Thursday, July 18, <br />1991, in the Council Chamber, City Hall, beginning at 3:00 P.M. for the <br />purpose of holding a work session with members of the Martinsville Planning <br />Commission to discuss proposed revisions to the Zoning and Subdivision <br />Ordinances. The following members of Council were present: Allan McClain, <br />Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; and L.D. Oakes'. <br />Absent was Clyde L. Williams who was away from the City. <br /> <br />After the invocation, Mayor McClain welcomed the members of the Planning <br />Commission who were present: Julius Murrell, M. Gene Teague, George Cox and <br />Shelton H. Blackwell, Jr. <br /> <br />Councilman Adams intro,duced Mr. Reed Goode, who stated that he was employed <br />by Mr. Jim Covington, owner of Patrick Henry Mall. Mr. Goode said that he <br />would be working in Martinsville to accomplish three objectives: (1) to find <br />a unique retail operation to bring to the Mall which would attract people to <br />the area (Mr. Goode mentioned as an example the Williamsburg Pottery); (2) to <br />offer retailers "very competitive" rents in Patrick Henry Mall; and (3) to <br />determine what kind of retailers or services are not located in the area and <br />to attempt to bring them to the Mall. <br /> <br />Council then began a review of the proposed new Zoning Ordinance as <br />recommended by the Planning Commission. Mr. Keyin Reed, City Planner/Zoning <br />Administrator reviewed the proposed changes to the Zoning Ordinance as <br />recommended by the Planning Commission and responded to questions from <br />Council on a variety of items in the Ordinance. Several members of Council <br />asked that the proposed Ordinance be amended to allow multiple buildings on <br />one lot in the M-1 and M-2 Manufacturing Districts. <br /> <br /> <br />
