[96 <br /> <br />-'=A.~TUESDAY, JULY 9, 1991 <br /> <br />'..~Council acknowledged a status report on the Smith Lake Road HoUSing Project. <br /> Mr.'Brown reviewed a plat of the project site and responded toquestions from <br /> CounCil regarding several aspects of the project. <br /> <br />Council acknowledged a report on bingo operations within the City in which <br />the City Manager reported that the Police Department had investigated'bingo <br />operations in the past but had found no improprieties. Mr, Brown said that <br />the Department would continue to closely 'monitor these operations. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted two <br />separate grant awards for use in connection with drug enforcement by the <br />Police Department and approved budget adjustments as follows: (1) the City <br />received $29,424' from the Virginia Department of Criminal Justice Services, <br />which is $10,125 less than the amount of the application; therefore, the <br />FY91-92 Budget was adjusted by reducing revenue in the amount of $10,125 and <br />reducing expenditures under the 1 ine item Communication Equipment/State <br />Grants by an equal amount; and (2) the City received $51,915.60 from the <br />Governor's Intensified Drug Enforcement Assistance Program (such funds were <br />not anticipated in the Budget); therefore, the FY91-92 Budget was adjusted by <br />increasing revenue in the amount of $51,915.60 and by appropriating funds to <br />two' separate accounts in the Police Department as follows: Overtime/State <br />Grants of $36,524 and Communication Equipment/State Grants of $15,390. <br />Couhcil asked that a new line item be created to clearly delineate the local <br />matching funds to be used for these grants. <br /> <br />Councilman Adams questioned the accuracy of the jail study consultant's <br />popuiation projections in light of a new State law which took effect July 1, <br />1991 which mandates that the State will be responsible for housing all <br />prisoners with sentences exceeding two years by July 1, 1996.
