public hearings for July 23, 1991: <br /> <br /> i EsDAY, uLY 9, 1991 <br />(1) on a request by Ginger Painter and <br /> <br />Karen Joyce, on behalf of Peter andSally Zimmerman, for the rezoning of Lot <br /> <br />24 located at 315 Starling Avenue from R-6 Residential to P-2 Professional; <br /> <br />and=(2) on a request by Theofilos G. Balabanis to modify a Special Use Permit <br /> <br />issued for the construction of a residential-custodial care facility located <br /> <br />northeast of Oneida Street. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, ~nd as <br />amended), and upon motion, duly seconded and carried by a unanimous recorded <br />vote, Council convened into Executive Session for the purpose of consid~'ri~ng <br />an appointment to the Social Services Board, as authorized by Subsection 1 of <br />Section 2.1-344(A). At the conclusion of this Executive Session, Council <br />reconvened into regular session, wherein, by a recorded vote, each member of <br />Council certified that (1) only public business matters exempted from open <br />meeting requirements were discussed in said Executive Session, and (2) only <br />those business matters identified in the motion convening the ExeCutive <br />Session were heard, discussed or considered during said Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council appointed Mr. <br />Robert H. Carrington, 1322 Root Trail, to the Martinsville Social Services <br />Board to an unexpired term ending 6/30/92 (replacing Rev. William <br />Shackleford, Sr. who resigned to accept an appointment to the School Board). <br /> <br />Vice-Mayor Groden left the meeting at this point <br />appointment. <br /> <br />(11:35 A.M.) <br /> <br />to keep an <br /> <br />Council acknowledged a report on the City's fixed assets as of 6/30/91 as <br />prepared by the Director of Finance. Councilman Adams asked that a foll.~w-up <br />report on the replacement or insurance value of fixed assets be prepared. <br /> <br /> <br />
