public hearings for July 23, 1991: i EsDAY, uLY 9, 1991 (1) on a request by Ginger Painter and Karen Joyce, on behalf of Peter andSally Zimmerman, for the rezoning of Lot 24 located at 315 Starling Avenue from R-6 Residential to P-2 Professional; and=(2) on a request by Theofilos G. Balabanis to modify a Special Use Permit issued for the construction of a residential-custodial care facility located northeast of Oneida Street. In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, ~nd as amended), and upon motion, duly seconded and carried by a unanimous recorded vote, Council convened into Executive Session for the purpose of consid~'ri~ng an appointment to the Social Services Board, as authorized by Subsection 1 of Section 2.1-344(A). At the conclusion of this Executive Session, Council reconvened into regular session, wherein, by a recorded vote, each member of Council certified that (1) only public business matters exempted from open meeting requirements were discussed in said Executive Session, and (2) only those business matters identified in the motion convening the ExeCutive Session were heard, discussed or considered during said Session. Upon motion, duly seconded and by unanimous vote, Council appointed Mr. Robert H. Carrington, 1322 Root Trail, to the Martinsville Social Services Board to an unexpired term ending 6/30/92 (replacing Rev. William Shackleford, Sr. who resigned to accept an appointment to the School Board). Vice-Mayor Groden left the meeting at this point appointment. (11:35 A.M.) to keep an Council acknowledged a report on the City's fixed assets as of 6/30/91 as prepared by the Director of Finance. Councilman Adams asked that a foll.~w-up report on the replacement or insurance value of fixed assets be prepared.
