~TU'ESDAY, JULY 9, 1991 <br /> <br />~'Farmand 24-acres of land in the Martinsville Industrial Park.:{3-~year lease, <br /> with 60-day notice of cancellation at any time, annual rental of $100 for the <br /> 15 acre tract and $800 for the 24 acre tract). Mr. Brown explained that the <br /> lessees would use the land for agricultural purposes and that he felt the <br /> City should lease the land rather than sell it at this time. 'Upon motion, <br /> duly seconded and by unanimous vote, Council authorized the City Manager to <br /> execute the lease agreements. <br /> <br /> Council considered a request by Accomack County for support of a rese~u. tion <br /> adopted by their Board requesting the right of participation in'the Vi~-ginia <br /> Retirement System by members of City Councils and Boards of Supervisors. <br /> Upon motion, .-duly seconded and by a vote of 3 "yes" (McClain, Groden and <br /> <br /> Oakes)'~ and 2 "no" (Adams and Williams), Council voted to support the <br />.'~resolution. = <br /> <br />CounCil considered a recommendation to the Virginia Municipal League's <br />Education Policy Committee regarding proposed legislation related to schools. <br />After much discussion regarding the possible positions regarding these <br />issues, and upon motion,' duly seconded and by unanimous vote, Council decided <br />to take the following positions: (1) to oppose any change in Virginia law to <br />allow.elected school boards; (2) tosupport the concept of non-mandatory <br />early- childhood educati6n programs provided through agencies such as <br />preschools, child care centers and Head Start; and (3) to support the <br />existing VML statement lwhich says, "The VML recognizes'that there are <br />disparities in education both among the school divisions'in the state and <br />within individual divisions. The State must ensure that students regardless <br />of ~heir means can:obtain a quality education." <br /> <br />Upon motion,' duly seconded and by unanimous vote, Council set the fOl!'DWing <br /> <br /> <br />
