TUESDAY, JULY 9, 1991 <br /> <br />Mayor..McClain suggested that this item be placed on the August 13, 1991 <br /> <br />Council agenda for discussion. <br /> <br />Council considered a report by the Commissioner of Revenue on the first <br />annual review of Ordinance No. 90-5 establishing a blanket business license <br />for Promotional shows and sales. Mr. J. Ronnie Minter reported that the City <br />had received $469.24 in blanket business license revenue since the adoption <br />of Ordinance No. 90-5 and that if all of the vendors who have done business <br />in promotional shows had been classified as itinerant merchants, the City <br />would have received $2,850. Several Councilmen commented on the sales taxes <br />paid to the City by these vendors, noting that the City was collectir.=./very <br />little revenue from them in the form of sales taxes. Mr. Minter explained <br />that vendors who do not reside in the City report sales under sales tax <br />numbers which are credited to the locality in which the vendor resides. Mr. <br />Minter and Ms. Wanda Martin, Manager of Liberty Fair Mall, stated that they <br />would work to assure that all vendors possessed a Virginia sales tax number. <br />Councilman Oakes stated that he felt the blanket business license Ordinance <br />was working well in that it assisted in attracting vendors and customers to <br />Martinsville. Several Councilmen noted that the intent of the Ordinance was <br />to help in promoting the City and to match the practices of other localities <br />with regard to promotional shows and sales. <br /> <br />Council considered authorizing 'the City Manager to execute two lease <br />agreements involving two separate parcels of City-owned property previously <br />used for City Farmpurposes as follows: (1) a lease agreement with Calvin F. <br />Nolen for 238.366 acres located in the Reed Creek District of Henry County <br />(5-year lease, with 60-day notice of cancellation at the end of any one-year <br />period, with annual rental of $1,500); and (2) a lease agreement with William <br />H. Martin and Fred T. Martin for 15 acres of land adjacent to the City Prison <br /> <br /> <br />
