~.~I! TUESDAY, JULY 9, 1991

"by right,! ~-(assuming that met all of the same

requirements listed in the Special Use Permit proposal) .rather than by
Special Use Permit and that this may assist certain industries to locate
downtown by not forcing them to reveal their intentions publicly in the
Special Use Permit process. In response to a question by Councilman Adams,
Mr. Brown said that the new group which is being formed to promote downtown
will be meeting for the first time on July 16. Mr. Brown stated that the new
promotional group would not necessarily be dealing with land use issues in
the downtown area and that land use issues would continue to be addressed by
the Planning Commission. Councilman Adams said that it might be useful to
obtain the new group's input on this matter and that he would prefer to be
presented with the "whole picture" of downtown rather than to deal with only
one partof the issue. Vice-Mayor Groden stated that Council tabled this
issue in August, 1990 so that the City Administration could study downtown
and that he felt the Administration had "dropped the ball" on this mat~'er by
not proceeding in an expeditious manner to obtain input from the new do~·ntown
promotional group prior to asking Council to reconsider this issue. After
conferring with City Attorney Worthy regarding the appropriate procedure for
dealing.with this item and upon motion, duly seconded and by unanimous vote,
Council set a public hearing for its July 23, 1991 meeting on the Planning
Commission's proposal to amend Section VIII, Paragraph C of the Zoning
Ordinance to allow certain light industrial uses in the C-2 District. Also
upon motion, duly seconded and by unanimous vote, Council referred the C~ty
Manager's proposal to allow such uses by right to the Planning CommisSion for
their consideration. Ms. Georgia Lee of C.W. Holt, Inc. stated that she was
in favor of Council being presented the "whole picture" of downtown before it
acted to approve the Planning Commission's recommendation. Mr. Robert Canupp
of Martinsville Office Supply asked that the City Manager notify all property
owners and business operators in the CBD of Council's consideration of. this
