t82 TUESDAY~ JUNE 25, 1991 including all necessary appurtenances until December · until the ordinance adopting its new franchise is duly enacted, whichever is sooner, according to the terms and conditions·set forth in the franchise agreement for telephone service dated July 15, 1961. Upon motion, duly seconded and by unanimous vote, Council appointed Mayor McClain and Vice-Mayor Groden to a committee to negotiate the new Franchise Agreement with the Telephone Company. In response to a question by Vice- Mayor droden, City Attorney Worthy stated that Vice-Mayor Groden did not have a conflict of interest in this matter, even though he'did a large volume Of business with the Telephone Company, as he did not own stock or ha·:e any other connectio~ with the Company. At this point (7:25 P.M.) Councilman Oakes arrived at the meeting. Upon motion, duly seconded and by unanimous vote, Council adopted on second reading Ordinance No.·91-10 amending Appendix A--Schedule of Water and Sewer Rates ~and Appendix D--Connection Fees, of the City's Water and Sewer Terms and Conditions which is attached to these minutes as Appendix A. Upon motion, duly seconded and by unanimous vote, Council approved July 5, 1991 as a special holiday (with pay) for all employees under the City Manager. It was noted that this action applies only to July5, 1991 and does not affect Section 4-1.1 of the Employee Manual which defines official legal holidays. In accordances with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and a~s amended), and upon motion, duly seconded and carried by a unanimous recorded vote, Council convened into Executive Session for the purpose of considering appoiH'tments to the following Boards and Commissions, as authorized by Subsection 1 of Section 2.1-344(A): School Board, Social Services Board,
