TUESDAY. MAY 14, 1991 <br /> <br />their'employees to park in the rental spaces, leaving the free spaces for <br />shoppers. Mr. Brown recommended that the time limits in the municipal lots <br />be removed for a six-month trial basis. Mr. Mark Black of Leed's Music was <br />present to express support for the removal of time restrictions in the <br />municipal lots. Upon motion, duly seconded and by unanimous vote, Council <br />accepted the recommendation of the City Manager to remove the parking time <br />limits in the municipal lots, with the exceptionof the Jefferson Plaza 10t <br />(which would maintain a one-hour limit), and to maintain the 20-minute on- <br />· street parking time limits, allchanges on a six monthtrialbasis~ <br /> <br />Mr. Thomas Leath of Towne's Furniture expressed appreciation to Council for <br />its decision regarding parking, and said that downtown needed a new <br />organization to revitalize it. Mayor McClain advised Mr. Leath that the City <br />Administration was working with the staff of the West Piedmont Planning <br />Distric~ Association to develop recommendations regarding such an <br /> <br />organization. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on second <br />reading, the following'Ordinance No. 91-2: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, inregular session assembled May 14, 1991, that it does <br />hereby amend Chapter 1--General Provisions, Section 1'11'- <br />Classification of and Penalties for Violations; Continuing <br />Violations Generally, of the City Code, as follows: <br /> <br />Section 1-11. Classification of and penalties for violations; <br /> continuing violations generally. <br /> <br /> (a) Whenever in this Code or any other ordinance of the <br /> City or any rule or regulation promulgated by any officer <br /> or agency, it is provided that a violation of any <br /> provision thereof shall constitute a Class 1, 2, 3, or 4 <br /> misdemeanor or a traffic infraction, such violation shall <br /> be punished as follows: <br /> <br /> (1) Class 1 misdemeanor: By a fine of not more than e~e <br /> thousand dollars ('$1,000.00), two thousand five hundred <br /> dollars ($2,500.00), or by confinement in jail for not <br /> <br /> <br />
