In accordance with the <br />Code of Virginia Section 58.1-3321, whenever any assessment results in an <br />increase of 1% or more in the total real property tax levied, it is necessary <br />to hold a public hearing on the adoption of a tax rate which Would result in <br />· such an increase in the "effective tax rate". There being no public comment, <br />Mayor McClain declared the public hearing closed. <br /> <br />Council considered recommendations from the Commercial Development Commission <br />Iregardingparking in the downtown ~area. !The CDC had submitted a written <br />report to Council in which it recommended'the following: (1)=the20 minute <br />on-street parking limit should remain unchanged; (2) parking in all off- <br />street municipally-controlled lots should be unrestricted; and (3) <br />consideration should be given to modifying the rent structure for all rental <br />spaces within the downtown area in an effort to encourage the continued <br />leasing of those spaces by downtown merchants. Mr. Brown said that he agreed <br />with the recommendations of the CDC regarding the removal of the restrictions <br />on the off-street municipally-controlled lots, except that he felt the one- <br />hour limit in the lot'in back of Jefferson Plaza was working well and should <br />be maintained. Mr. Brown said that he opposed reducing the charges for <br />rental spaces because of the cost of providing and maintaining those spaces. <br />Councilman Oakes said that he had been contacted by a dentist whose office is <br />in Jefferson Plaza who opposed the one-hour limit. Mr. Brown suggested that <br />the dentist's patients should park in the municipal lot in front of the Post <br />Office on Church Street. Councilman Oakes said that he was concerned that, <br />if the time limitation were removed from the municipal lots, abuse of parking <br />would occur on the part of merchants or other downtown employees who may use <br />the municipal lots to park rather.than the rental spaces. -Mr. Brown said <br />that the removal of the time limits on the municipal lots would require that <br />the merchants or business operators would have to discipline themselves and <br /> <br /> <br />
