TUESDAY, MAY 14, 199 1 <br />adopted .which left no surplus at the end of the year, the City would have a <br /> <br />serious problem with the following year's budget. <br /> <br />Councilman Oakes, stating that he felt Mr. Carter's concerns should be dealt <br />with and that he was not satisfied with the proposed General Fund Surplus of <br />$187,859 as of 6/30/92, said that he was not prepared to vote on the budget. <br />Councilman Oakes made a motion that Mayor McClain appoint a committee <br />consisting of the Mayor and one other Councilman to meet with Mr. Brown and <br />review the concerns voiced by Mr. Carter. Mayor McClain said that it should be maa'~"ciear 'that <br /> <br />council has elected to participate in the early retirement program and that <br />the only .question regarding this matter was to what extent the savings from <br />the program should be reflected in the budget. Councilman Oakes stated that <br />he was not questioning the information provided by the City Administration in <br />requesting that a committee be appointed, but he felt that if any citizen <br />voiced concerns about such matters they should be investigated. Mr. Brown, <br />citing Councilman Oakes' concerns with the $187,859 projected General Fund <br />Surplus as of 6/30/92, stated that he did not feel Council should tentatively <br />approve the budget of any agency or of the School Board until a final review <br />is completed so that cuts can be distributed to all areas, rather than to <br />just .those areas under the City Manager. Upon unanimous vote, Council <br />adopted Councilman Oakes' motion. Mayor McClain then appointed himself and <br />Councilman Oakes to this committee. <br /> <br />Council conducted a public hearing on the proposed increase in property tax <br />levies for FY91-92.
