A Youth Services Board member shall serve for a term of no less <br /> than three (3) and no more than five (5) years. Initial <br /> ..... appointments shall be staggered to ensure that not all terms expire <br /> at the same time. Youth members can only be appointed for one year <br /> terms, but can be reappointed as eligible· . <br /> <br />6. The City of Martinsville and Henry County Office on Youth shall be <br /> '.administered by the ANCHOR Group Home Commission and assisted in <br /> its day-to-day operations by the Youth Services Board. One (1) <br /> .~ director shall be responsible for carrying out the objectives set <br /> down by the Youth Services Board and the principal administrative <br /> .~.=~body. <br /> <br />Council ~cknowledged a report by the Commissioner of Revenue on the 1991 Real <br />Estate Tax Relief Program. Commissioner J. Ronnie Minter was present and <br />reviewed a written report which had been provided to Council in which it was <br /> <br />noted that 161 applicants qualified for such relief, with a total of <br /> <br />$17,435.49 in real estate tax relief being granted under the program for <br />1991. <br /> <br />Council acknowledged a quarterly report from the City Treasurer on the <br />investment of City funds for the quarter ending March 31, 1991· Mr. John W. <br />Bouldin, Jr. was present to review the written report and to respond to <br />questions from Council. <br /> <br />Council considered 'a second annual review of the operation of a policy <br />statement regarding the extension of water/sewer lines into privately-owned <br />property to determine whether or not to continue such a policy.
