Upon motion, duly seconded, and by unanimous vote, Council adopted the following Resolution: WHEREAS, the City Council for the City of Martinsville is committed to having identified, developed and delivered to youth such services in the City of Martinsville that are designed to improve the quality of life for youth and to prevent delinquency; and WHEREAS, citizen participation is acknowledged as beneficial to planning, development and coordination of services for youth; and WHEREAS, the City Council for the Cityof Martinsville adopted a Resolution onJanuary 26, 1988, establishing the Youth Services Board of the Office on Youth to serve the City of Martinsville and Henry County; and WHEREAS, the General Assembly has adopted certain changes to the Code of Virginia which necessitate that said Resolution be amended; now, therefore, BEI~IT-RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled May 14, 1991, that the Resolution establishing the Youth Services Board of the Office on Youth dated January 26, 1988, behereby amended, as follows: 1. There be established a Youth Services Board which shall derive its .authority from the local governing bodies and be administered by the ANCHOR Group Home Commission, a joint commission with members · appointed by the City Council and Henry County Board of Supervisors, empowered by the Code of Virginia 16.1, Article 13. The~youth Services Board shall function in an advisory capacity in the establishment of goals and objectives, and the supervision and · ~ administration of the Office on Youth, in compliance with "Minimum Standards for the Delinquency Prevention and Youth Development Act of 1979" and in accordance with Sections 66-29 through 66-35 of the Code of Virginia, as vested in the ANCHOR Group Home Commission. 2.Appointment to the Board shall be by the local governing bodies of a set number of citizens, professionals and youths. 3. The responsibilities of the Youth Services Board shall include, but not be limited to: a. Assisting the principal administrative officer in establishing goals and objectives for the Office on Youth. b. Assisting the Office on Youth in conducting the appropriate needs assessments needed to develop a six- year plan referred to as the Delinquency Prevention and Youth Development Needs Assessment and Plan. -! c. Encouraging any additions, deletions, or changes in laws, policies and procedures that will improve community conditions for youth development. d. Providing a public forum where concerns about youth can be expressed.
