Upon motion, duly seconded, and by <br />unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, the City Council for the City of Martinsville is committed to having <br />identified, developed and delivered to youth such services in the City of <br />Martinsville that are designed to improve the quality of life for youth and <br />to prevent delinquency; and <br />WHEREAS, citizen participation is acknowledged as beneficial to planning, <br />development and coordination of services for youth; and <br />WHEREAS, the City Council for the Cityof Martinsville adopted a Resolution <br />onJanuary 26, 1988, establishing the Youth Services Board of the Office on <br />Youth to serve the City of Martinsville and Henry County; and <br />WHEREAS, the General Assembly has adopted certain changes to the Code of <br />Virginia which necessitate that said Resolution be amended; now, therefore, <br /> BEI~IT-RESOLVED by the Council of the City of Martinsville, Virginia, in <br /> regular session assembled May 14, 1991, that the Resolution establishing the <br /> Youth Services Board of the Office on Youth dated January 26, 1988, behereby <br /> amended, as follows: <br /> 1. There be established a Youth Services Board which shall derive its <br /> .authority from the local governing bodies and be administered by <br /> the ANCHOR Group Home Commission, a joint commission with members <br /> · appointed by the City Council and Henry County Board of <br /> Supervisors, empowered by the Code of Virginia 16.1, Article 13. <br /> The~youth Services Board shall function in an advisory capacity in <br /> the establishment of goals and objectives, and the supervision and <br /> · ~ administration of the Office on Youth, in compliance with "Minimum <br /> Standards for the Delinquency Prevention and Youth Development Act <br /> of 1979" and in accordance with Sections 66-29 through 66-35 of the <br /> Code of Virginia, as vested in the ANCHOR Group Home Commission. <br /> <br /> 2.Appointment to the Board shall be by the local governing bodies of <br /> a set number of citizens, professionals and youths. <br /> <br /> 3. The responsibilities of the Youth Services Board shall include, but <br /> not be limited to: <br /> <br /> a. Assisting the principal administrative officer in <br /> establishing goals and objectives for the Office on <br /> Youth. <br /> <br /> b. Assisting the Office on Youth in conducting the <br /> appropriate needs assessments needed to develop a six- <br /> year plan referred to as the Delinquency Prevention and <br /> Youth Development Needs Assessment and Plan. <br /> <br /> -! c. Encouraging any additions, deletions, or changes in laws, <br /> policies and procedures that will improve community <br /> conditions for youth development. <br /> <br /> d. Providing a public forum where concerns about youth can <br /> be expressed. <br /> <br /> <br />
