1::38 <br /> <br />T~ESDAY',:MAY 14,1991 <br /> <br />Council'considered a request from Henry County to participate.'in a.facility <br />needs study for court services in Martinsville and Itenry County. -Mr. Brown <br />explained that he and C. Lee Lintecum, Henry County Administrator, had met <br />with the Circuit Court judges in order to discuss the issue of the possible <br />consolidation of court facilities. Mr. Brown said that, since Henry County <br />has an immediate need for court space, it is in a "must situation" in terms <br />of moving ahead with a study of the County's court needs. Mr. Brown stated <br />that, since any action taken now will probably establish a policy regarding <br />court facilities for the next 50-75 years,· it would seem:appropriate for= <br />Martinsville to join with Henry County in performing a feasibility study of <br />consolidating the Courts in one building even though the records will have to <br />be kept separate until the two governments are consolidated. The cost of <br />Martinsville's participation in the study was said to be $13,450. In <br />response to'a question by Councilman Adams, Mr. Brown said, that although he <br />did not'participate in the consultant selection process, he felt sure the <br />County had been prudent in its selection of the Moseley Group toperform'this <br />study.' Upon motion, duly seconded and by unanimous vote, Council approved <br />the City's participation in the facility needs study. <br /> <br />Council considered approval of the Office on Youth's budget request to the <br />State in the amount of $43,046 ($31,274 in State funds and $11,772 local <br />match). Ms. Norma Gardner, Director of the Office on Youth, was present to <br />review the budget request and explained that no City funds would need to be <br />used to obtain the local match contained in the budget request. Upon motion, <br />duly seconded and bY unanimous vote, council approved the budget request. <br /> <br />Council considered-adoption of a Resolution updating the functions of the <br />Office on Youth. Ms. Gardner explained that changes were necessary to the <br />original Resolution adopted by Council establishing the Youth Advisory Board <br /> <br /> <br />
