TUESDAY, APRIL 16, 1991 <br />Council also ~asked the City Manager to review'planned employee replacement or <br />reorganization before implementati~on. <br /> <br />Council then began a review of the proposed budgets for those departments <br /> <br />under the City Manager. Upon motion, duly seconded and by a vote of 3 "yes" <br />(Mayor McClain, Vice-Mayor Groden and Councilman Williams) ~ and 2 "no" <br />· .(Councilmen Adams and Oakes), Council reduced the line item under the City <br />Manager's Office designated for the City Newsletter by $1,477. It was noted <br />that this would .mean that the. Newsletter would be reduced-to 3 issues during <br />FY91-92, instead of the planned quarterly issuance. <br /> <br />In reviewing the proposed budget of the Finance Department, Council asked the <br />City Manager to review the $10,000 budgeted for the City's insurance <br />consultant to determine if this expense is justified. Council also asked the <br />City Manager to review the budgeted amounts for workers compensation to <br />determine if all rates are accurate. <br /> <br />At this point, Council recognized Mr. John Peters of the Martinsville <br />Bulletin for his excellent reporting on the City government. Mr. Peters is <br />leaving the Bulletin to accept a position as Editor at'another newspaper. <br />Mr. Peters commended the Martinsville City Administration and City Council <br />for their professionalism. <br /> <br />In reviewing the proposed budget of the Police Department,'Mr. 'Brown noted <br />that the Department's request had been reduced by the City Manager to <br />eliminate the purchase of one automobile and to eliminate other requested <br />line items. Police Chief Terry Roop was present to respond to several <br />questions by-Council regarding items in the proposed budget. <br /> <br /> <br />
