TUESDAY. APRIL 16, 1991 <br /> <br />crimes may not be given a speedy trial, which is a Constitutional:~right, and <br />that cases against them may be dismissed'as a result. Councilman Oakes' <br />motion failed by a vote of 1 "yes" (Councilman Oakes) and 4 "no". <br /> <br /> Upon motion, duly seconded and by a vote of 4 "yes" and 1 "no" (Councilman <br /> Oakes), Council tentatively approved a budget for the Commonwealth's Attorney <br /> <br />-which would absorb the loss in State revenues. Council asked Mr. Brown to <br /> attempt to minimize the amount of local funds, if possible, and also asked <br /> Mr~ Brown to contact locallegislators to express Council'sconcern with this <br /> matter. <br /> <br />Mr. Brown reviewed a memorandum given to Council which addressed several <br />requests for ~nformation by Council regarding various budget matters, <br />including information on the percentage increase from the FY90-91 Budget to <br />the proposed~ FY91-92 Budget, the projected increase in health insurance <br />premiums, the amount of reductions in State funding, supplemental <br />appropriations during FY90-91, the potential revenue losses resulting from <br />the closing of Globman's Department Store, and water rates for Eden, N.C. <br /> <br />Upon motion, duly seconded and by unanimous vote., Council adopted, on first <br />reading, Ordinance 91-4 amendingI the salary rate and annual salary for <br />members of Council. The Ordinance as proposed would reduce the per meeting <br />compensation, for the Mayor (from $160 to $150) and for Councilmen (from $140 <br />to l $130) for FY91-92 only and would bring the annual salary amounts for <br />members of Council in conformity with the maximum allowable under State law. <br /> <br />Upon~motion, duly seconded and by unanimous vote, Council requested that the <br />City Manager .report to Council on the net dollar effect of the early <br />retirement program once . it is known which employees will participate. <br /> <br /> <br />
