TUESDAY,,APRIL 16,,1991 <br /> <br /> Fund balance-was estimatedto be$425,729 <br /> <br /> Mr. Brown reported that he had met with representatives of the Social <br /> Services Board who were upset with Council's decision to eliminate the 3% <br /> cost-of-living adjustment for Social Services employees. Mr. Brown stated <br /> that the Board felt that their employees should be given a raise and that, as <br /> <br />· ..an Administrative Board, Council actually had no control over any line item <br /> in the Social Services Department budget. Mr. Brown, however, said that he <br /> had received atelephonecall from Mr. William Moore of the Board., who stated <br /> that the Board would not appear before Council to protest this action and <br /> would accept the elimination of the 3% salary increase for Social Services <br /> employees. <br /> <br /> Council considered the budget of the Commonwealth's Attorney. Mr. Brown said <br /> that Council had the following options with regard to this budget: (1) to <br /> absorb the shortfall in State funding and to allow the Commonwealth's <br /> Attorney's budget to remain at current spending levels; (2) to not fund this <br /> shortfall, which would force the Commonwealth's Attorney to furlough <br /> employees for a significant length of time during FY91-92; or (3) to fund <br /> some portion of the shortfall. Councilman Oakes expressed opposition to the <br /> City absorbing a shortfall in State funding and stated that he felt this <br /> would set a precedent for future years. Councilman Oakes made a motion to <br /> budget $29,629 in local funds for the Commonwealth's Attorney (the original <br /> amount submitted in the City Manager's proposed budget). The revisedamount <br /> of necessary local funding was stated to be $38,505. This ~motion was <br /> seconded by Councilman Williams. Several Councilmen argued that forcing the <br /> Commonwealth's Attorney to furlough employees would delay the prosecution of <br /> cases and would have an adverse effect on the City. Mayor McClain expressed <br /> concern that, should Councilman Oakes' motion be approved, persons accused of <br /> <br /> <br />
