L08 <br /> <br />TUESDAY.. APRIL 16. 1991 <br /> <br />A special and duly-called meeting of the Council of the City of!Mart-insville, <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, April 16, <br />1991 in the Council Chamber, City Hallt beginning at 10:00 A.M. for the <br />purpose of conducting a budget work session. All members of Council were <br />present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. <br /> <br />Adams, Jr.; L.D. Oakes; and Clyde L. Williams. · <br /> <br />After the invocation, Council began consideration of proposed changes in the <br />City Manager's budget proposal. City Manager Brown provided::Councilwith a <br />list of revislono to hls oriqinal budqet proposal and revised fund balances. <br />Among the changes proposed by Mr. Brown were the following items: (l) the <br />removal of the 3% cost-of-living index increase for employees under the City <br />Manager; (2) t~e reduction in the proposed sewer rate increase of 44% to <br />12.5% (an increase. from $.80 to $.90 per thousand gallons); (3) the deletion <br />of'the $90,000 appropriation for the construction of offices for probation <br />and the Commonwealth's Attorney in the basement of City Hall; and (4) the <br />reduction in the projected expenditures of various agencies' budgets as <br />directed by Council. <br /> <br />Mr. Brown reported that he had met with representatives of Tultex Corporation <br />and Sara Lee Knit Products, who had asked him to relay their "concern" with <br />the original proposed increases in water and sewer rates. Mr. Brown <br />explained that the reduction-in the proposed sewer rate increase was possible <br />by recalculating the cost of the buy-back of capacity in the City's <br />Wastewater Treatment Plant from the Henry County Public Service Authority. <br /> <br />Mr. Brown noted that the revised General Fund balance as of 6/30/92 had been <br />improved to $397,770 as a result of the proposed revisions. The Water Fund <br />revised Fund balance was estimated tobe $373,797. The Sewer Fund revised <br /> <br /> <br />
