102 <br /> <br />THURSDAY, APRIL 11, 1991 <br /> <br />Commissioners and, in a previous year, had attempted to -infl~uence the' <br />Commission to-reduce its cash surplus with no success. Mayor McClain stated <br />that he felt the only way to reduce the contributions from the localities was <br />for the localities to take action to do so. Vice-Mayor Groden seconded the <br />motion made by Councilman Oakes. This motion was carried by a vote of 4 <br />"yes" and 1 "no" (Councilman Adams). <br /> <br />Council considered the budget request of the Adult Day Care Center of <br />Martinsville, Henry County. Mr. Ben Meador of the Center's Board of Directors <br />was present to respond to questions from Council regarding the Center's <br />programs and services. In response to some confusion over whether or not a <br />pay increase was included in the Center's total budget, Vice-Mayor Groden <br />made a motion to reduce the Center's budget from $5,000 to $3,500. In <br />response to questions from Council, Mr. Meador confirmed that no pay <br />increases would 'be given to the Center's employees during FY91-92. Vice- <br />Mayor Groden then withdrew his motion. Councilman Oakes, citing the fact <br />that the Center was serving only 6 City residents at the current time, made <br />a motion to approve $4,500 for the Center's FY91-.92 budget. This motion died <br />for lack of a second. Upon motion, duly seconded and by a vote of 4 "yes" <br />and 1. "no" (Councilman Oakes), Council granted tentative approval to the <br />budget request of the Adult Day Care Center in the amount of $5,000. <br /> <br />Council considered the budget request of the Drug Task Force of Martinsville- <br />Henry County in the amount of. $17,110. Drug Task Force Chairman William C. <br />Cole, Jr. explained that half of the Task Force's office operations budget <br />was !being requested from the City, with the Other half being requested from <br />Henry County. Mr. Cole reported that he had read in the newspaper that the <br />County had approved $12,500 and that the County had not been in contact With <br />him regarding the reduction from the budget request.
