In response to a question by <br /> Councilman Oakes, Ms. Wooldridge stated that if Council were to not approve <br /> the increase, the Program Director may be placed in a part-time status. Mr. <br /> Peterson explained that (with the exception of himself) the program was <br /> staffed by an all-volunteer group. In response to a question by Vice,Mayor <br /> <br />-Groden, Mr. Peterson stated that he did not believe that the clients of the <br />program would have become involved with the program if they had to pay a fee <br />in order.to participate. Upon motion, duly seconded and by unanimous vote~ <br />council granted tentative approval to the budget request for'the New Readers <br />Program in the amount of $12,758. <br /> <br />Council reviewed the budget request of the West Piedmont Planning District <br />Commission. Ms. Joan Hullett of the WPPDC staff was present to respond to <br />questions from Council. Ms. Hullett reviewed the projects which the WPPDC <br />will be working on for the City during FY91-92. Ms. Hullett stated that the <br />agency's request was based on $.38 per person according to 1980 census data <br />(which resulted in a request of $6,897). Ms. Hullett stated that 1990 census <br />figures would be official as of July 15, 1991 and that the City would likely <br />see.a decrease of ll%.lin the FY92-93 budget request from the Commission as a <br />result. Several Councilmen questioned continuing to base thecontribution on <br />1980 census figures. In response to a question by Councilman Oakes, Ms. <br />Hullett stated that the Commission had $255,000 in cash on hand as of March <br />31,~ 1991 and that the FY91-92 Budget for the Commission had a deficit of <br />$12,000. Councilman Oakes made a motion that the WPPDC be funded basedon <br />the preliminary 1990 Census data (which would be a reduction of approximately <br />$778). Mr. Brown recommended that Council approve the request based on 1980 <br />Census figures, but with a request to the Commission that 1990Census data be <br />used.
