THURSDAY, APRIL 11, 1991 A 'speciat'~and duly-called meeting of the Council of the City of'Mar~'insv~lle:~~ Virginia, with Mayor Allan McClain presiding, was held Thursday, April 11, 1991, in the Council Chamber, City Hall, beginning at 2:00 P.M., for the purpose of conducting a budget work session. All members of Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. After the invocation, followed by Mayor McClain's cordial welcome to ................ ~.~.~t~rs, vice,~ayor Groden made a motion that due to the fiscal stress which the City is experiencing, Council not approve any increase in any outside agency budget which is attributable to a salary increase by that agency. This motion was seconded by Councilman Williams and carried by a unanimous vote. Council reviewed the proposed budget of the Blue Ridge Regional Library. Mr. George Coleman, Chairman of the Library Board, was present to respond to questions from Council. Mr. Coleman stated that no increase was being requested in the Library's budget request and that no salary increases were being pro.posed in the FY91-.92 budget. Upon motion, duly seconded and by unanimous vote, Council granted tentative approval to the budget request by the Library in the amount of $246,559. Council reviewed the proposed budget of the New Readers Program. Ms. Betty Wooldridge, 'Director of the Library, and Mr. Bill Peterson, Director of the New 'Readers Program, were present to explain the budget and to respond to quests:ions from Council. Ms. Wooldridge explained that the program had applied 'for four grants totaling $39,000 and that the program had returned $3,700 to the City during the current year after receiving a grant.
