TU~iSDAY, APRIL 9, 1991 <br /> <br />Council Iconsidered a report by the <br /> <br />regarding the future of the Commission. <br /> <br />Commercial Development=~=·--Commission <br /> Mr. Ronnie Stone, Chairman of the <br /> <br /> CDC, was present to present the report in written form. Mr. Brown explained <br /> that Council had elected to not fill two positions on the CDC in anticipation <br /> of the eventual phasing out of this group and that an ad hoc committee had <br /> met in order to draft the proposal to reorganize the CDC. Mr. Brown said <br /> <br />· .that he still seriously questioned the need to continue the CDC as a public <br /> body and instead suggested that a new private group be formed in order to <br /> plan and direct the future of downtown. Vice.Mayor Groden made a motion that <br /> the Commercial Development Commission be dissolved and that a new group be <br /> formed. Mayor McClain suggested that City staff and staff of the West <br /> Piedmont Planning District Commission study the issues concerning the future <br /> of downtown in order to make recommendations on what sort of organizational <br /> structure would be best to plan and direct the future of downtown. Mayor <br /> McClain ·asked that part of the study focus on the recommendation from the <br /> Planning Commission that light industrial uses be allowed in the Central <br /> Business District by Special Use Permit. Councilman .Oakes said that he felt <br /> it would take a period of time to study the issue of downtown and that the <br /> CDC should not be dissolved until a decision was made with regard to a new <br /> group. Mr. Brown said that such a study and recommendation could be <br /> completed within one month. Councilman Oakes made a motion that City staff <br /> and staff of the WPPDC be directed to conduct this study.. This motion was <br /> seconded by Councilman Adams. Vice-Mayor Groden withdrew his earlier motion <br /> regarding the dissolution of the CDC. By unanimous vote, the motion offered <br /> by Councilman Oakes was accepted. <br /> <br />Upon motion, duly seconded and by unanimous vote,.Council set the following <br />public hearings for April 23, 1991: (1) on a request by Dr. Mark W. Mason, <br />on behalf of~J.E. Scearce~ to rezone Lot 20 (Lot 25) located on the northeast <br /> <br /> <br />
