In addition, approximately 20 employees who would <br />be eligible for the program were in attendance to show their support for <br />adoption of the program. Upon motion, duly seconded and by unanimous vote, <br />Council adopted the following Resolution: <br /> <br />WHEREAS, the 1991 Session of the Virginia General Assembly approved <br />legislation to provide an Early Retirement Program for the eligible <br />employees of the Commonwealth of Virginia under the Virginia <br />Retirement System as recommended by the Governor; and <br /> <br />WHEREAS, the Councilof the City of Martinsville, Virginia, desires <br />that its employees be eligible to apply for benefits under said <br />Early.Retirement Program between~June~-l~, 19191 through September 1, <br />1991; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Vir- <br />ginia, in regular session assembled April 9, 1991, that it does <br />hereby authorize its City Manager, George W. Brown, to execute any <br />required contract in order that said employees of the City. of <br />Martinsville may participate in the Early Retirement Program as <br />provided for in the Code of Virginia; and <br /> <br />BE IT FURTHER RESOLVED by said Council that it does hereby accept <br />all liability for any current or future additional employer <br />contributions and any increases in current or future employer <br />contribution rates resulting from its electionto provide the <br />benefits of the Early Retirement Program to its employees and <br />directs the City Manager to authorize payment to the Treasurer of <br />Virginia from time to time such sums as are due to be paid by the <br />City of Martinsville for this purpose. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted certain <br />technical 'amendments to Chapter VIII--Grievance Procedure of the City's <br />Employee Manual which were designed to bring the City's procedure in <br />compliance with the State Code. Mr. Brown explained that the General <br />Assembly had.adopted a bill which set out a new grievance procedure for <br />employees of local governments, which will be effective after July 1, 1991. <br />Currently, the State Code sets out one grievance procedure which covers both <br />State employees and employees of local governments. Under the new procedures <br />the State and local governments will be governed by separate sections of the <br />Code. <br /> <br /> <br />
