FRIDAY, APRIL 5, 1991 <br /> · =.~ m== '~ ~ <br /> <br />In response to~ questions from Council, Water Resources Director Dyches stated <br /> <br />that the proposed increase in water and sewer rates would result in overall <br /> <br />additional revenues of approximately $850,000. <br /> <br />Mr. Brown reviewed the Housing Services Fund, noting that the Rental <br />Assistance Program Budget would balance, regardless of whether the City <br />· -received either of the two housing project grants for which the. City had <br />applied. <br /> <br />Mr. Brown reviewed the Prison Fund, explaining that the Fund was including, <br />for the first time, a daily charge of $7 for the keep of prisoners. The <br />charge will be assessed to Henry and Patrick Counties for the keep of <br />prisoners from ~hose localities, as well as to the City General Fund for the <br />keep of City prisoners. This charge is necessary to maintain a balance in <br />the Prison Fund. The Prison Fund has been affected by changes in funding by <br />the State, which has resulted in the City receiving revenues from the State <br />which have not kept up with increasing costs. In addition, beginning July <br />1991, the State will reduce the reimbursement it provides local jails for the <br />keep of felons from $28 to $22 per day for all those.prisoners who have <br />years or less remaining on their sentences. Currently, the State pays $28 <br />per day for all felons with more than 6 months remaining on their sentences <br />and $22 for all felons with less than 6 months remaining on their sentences. <br />The. resultof the proposed revenues and expenditures in the Prison Fund is a <br />projected deficit of $110,675 as of 6/30/92. <br /> <br />Mr. Brown reviewed..the Refuse Collection Fund, noting that a rate increase <br />had not been included in the proposed budget. Mr. Brown said that the future <br />of.the solid waste situation would be fully defined during the coming year so <br />that a "package" could be presented to citizens which would explain the <br /> <br /> <br />
