FR~.DAY,~ APRIL 5, 1991 <br /> <br />additional. revenues needed to fund closure of the existing~ landfill, <br />continuation. of maintenance on that landfill, and to possibly fund~a tipping <br />fee for a new method of solid waste disposal' The result of the proposed <br />revenues and expenditures in the Refuse Collection Fund is a projected <br />sUrplusof $3,821 as of 6/30/92. <br /> <br />Mr.. Brown explained that he had proposed a 3% cost-of-living increase for all <br />employees under the City Manager. The Consumer Price Index had been <br />estimated to be 6.1% during the twelve months ending 12/31/90. Mr. Brown <br />said that, recognizing the downturn in the economy and the resulting fiscal <br />stress upon the City, he had therefore reduced the cost-of-living adjustment <br />request to 3%. Mr. Brown provided Council with written information regarding <br />'the. estimated dollar amount of a 1%-3% cost-of-living increase, which showed <br />that the proposed 3% increase was estimated to cost $239,000 over all <br />departments and funds o Mr. Brown pointed out that, by virtue of the <br />reduction in the proposed number of employees, the total payroll would be <br />reduced if no cost-of-living increases were granted. This is even including <br />a 1% increase attributed to training, longevity and merit increases contained <br />in the City's Pay Plan. <br /> <br />Mr.. Brown reported that the budget contained $52,000 for retired employees' <br />medical insurance. Mr. Brown contended that this was an important employee <br />benefit, .serving to induce quality individuals to become employed by the <br /> <br />City. · . ~ <br /> <br />Mr. Brown explained that $90,000 budgeted in the City Hall Building <br />MaintenanCe Division was designated solely for renovation of the City Hall <br />basement°.
