FRIDAY, APRIL 5, 1991
expenditures~-in the General Fund results in'a projected surplus of $121,-619
as of 6/30/92~. I

Mr. Brown reviewed the Electric Fund, stating that revenues were projected to
be slightly down in FY91-92 which mainly results from the shutdown and
slowdown in industry. The proposed Budget reflects a transfer of $1,750,000
from the Electric Fund to the General Fund, which will still leave a
projected unappropriated surplus of $1,682,212 in the Electric Fund as of
6/30/92.

In the Water Fund, a 15% water rate increase is included in the proposed
budget to fund a continuation of a$250,000 transfer from the Water Fund to
the General FuAd. The combination of projected revenues, expenditures and
transfers in the Water Fund are expected to leave a surplus of $356,049 as of
6/30/92. ~

In the Sewer Fund, a 44% sewer rate increase is included in the proposed
budget. Of this amount, a 25% increase is needed to fund operations and
maintenance of the sewer system and a 19% increase is needed to fund a
continuation of a $250,000 transfer from the Sewer Fund to the General Fund.
The.combination.of projected revenues, expenditures and transfers in the
Sewer Fund is expected to leave a surplus of $400,766 as of 6/30/92. Mr.
Brown explained that 2 additional positions were being requested in the Sewer
Fund as part of a new program aimed atidentifying and correcting inflow and'
infiltration problems in the sewer system. According to Mr. Brown and Water
Resources Director John Dyches, the State Water Control Board had been
pressuring the City~to take action to correct these problems, which result in
overflowsat the Wastewater Treatment Plant during periods of heavy rain.
The new program will consist of a 3-person crew who will operate equipment
