Mr. ~Brown commended Ms. Cindy Barbour, Administrative Office Associate, for her service as the City,s Campaign Coordinator. Council considered a status report on the City's landfill closure plan. Mr. Brown explained that the deadline for submittal of the plan was December 21, 1990. Mr. Brown said that he had spoken with representatives of the Department of Waste Management and that he believed the. City could successfully ask for a minor extension of the date for plan submittal...Butch Joyce and Mark Taylor of Joyce Engineering Consultants appeared before Council and reviewed the draft closure plan, a written copy of which was also provided to Council. Upon motion, duly seconded, and-by unanimous vote, Council asked that the City Manager request an extension on the deadline for submittal of the landfill closure plan to January 15, 1991. Council indicated that this request was made in order to allow Councilman Adams the opportunity to review the plan before it is submitted to the State. Council acknowledged a status report on a proposal to consolidate Social Services Departments within the State. CouncilI decided to table this matter until it could receive a recommendation from the Martinsville Social Services Board. Council considered a response by Patrick County to a request by Martinsville and Henry County that Patrick County consider participating in the construction of a Regional Jail. Mr. Brown reported that he had attended a meeting of the Patrick County Board of Supervisors on November 20, 1990 at which time the Board considered a request by Martinsvi!le and Henry County that Patrick County participate in the construction of a RegiOnal Jail.
