TU~'SDAY, DECEMBER 11, 1990 <br /> <br />the Planning Commission in which five positions areappointe~ i~one year and <br />four are appointed in another year. Mr. Brown said that he felt enough <br />continuity would be maintained on the Planning Commission without attempting <br />to reconfigure the terms. CouncilmanWilliams expressed concern that Council <br />wou~d not receive enough applications to fill all openings, but stated that <br />he would support the policy. Councilman Adams asked Mr. Brown to contact the <br />individuals who had recently completed a Leadership Training Program <br />coordinated by the Chamber of Commerce and invite them to submit an <br />application. Councilman Oakes stated that he felt the Mayor should appear <br />before each of the bodies.appointed in whole by City Council in order to <br />explain the new policy. Upon motion, du~y seconded, and by unanimous vote, <br />Counciladopted the policy, the full text of which is attached to these <br />minutes as Appendix A. <br /> <br />Council considered an amendment to the City's Employee Manual regarding <br />Chapter VIII--Grievance Procedure, Sec. 8-3--Definition of Grievance. Mr. <br />Brown explained that the change was necessitated by statutory changes to <br />Section -2.1-114.5:1.A. of the~ State Code regarding the definition of a <br />grievance.' Upon motion, duly seconded and by unanimous vote, COuncil added <br />the following paragraph to Section 8-3 of the Employee Manual: <br /> <br />8-3.1 Grievance <br /> <br />(e) <br /> <br />acts of retaliation because the employee has complied with any law <br />of the United States or of .the Commonwealth, has reported any <br />violation of such law to a governmental authority, or has sought <br />any change in law before the Congress of the-United States or the <br />General Assembly. <br /> <br />Council acknowledged a financial report for the month ending November 30, <br />1990. <br /> <br />Council acknowledged a report on the City's United Way Campaign in which Mr. <br /> <br /> <br />
