TU~'SDAY, DECEMBER 11, 1990 the Planning Commission in which five positions areappointe~ i~one year and four are appointed in another year. Mr. Brown said that he felt enough continuity would be maintained on the Planning Commission without attempting to reconfigure the terms. CouncilmanWilliams expressed concern that Council wou~d not receive enough applications to fill all openings, but stated that he would support the policy. Councilman Adams asked Mr. Brown to contact the individuals who had recently completed a Leadership Training Program coordinated by the Chamber of Commerce and invite them to submit an application. Councilman Oakes stated that he felt the Mayor should appear before each of the bodies.appointed in whole by City Council in order to explain the new policy. Upon motion, du~y seconded, and by unanimous vote, Counciladopted the policy, the full text of which is attached to these minutes as Appendix A. Council considered an amendment to the City's Employee Manual regarding Chapter VIII--Grievance Procedure, Sec. 8-3--Definition of Grievance. Mr. Brown explained that the change was necessitated by statutory changes to Section -2.1-114.5:1.A. of the~ State Code regarding the definition of a grievance.' Upon motion, duly seconded and by unanimous vote, COuncil added the following paragraph to Section 8-3 of the Employee Manual: 8-3.1 Grievance (e) acts of retaliation because the employee has complied with any law of the United States or of .the Commonwealth, has reported any violation of such law to a governmental authority, or has sought any change in law before the Congress of the-United States or the General Assembly.
