TUESDAY, DECEMBER 11, 1990 <br />tO CO~nCiA. ~ In response to a question from Vice-Mayor Grode~, .Mr'. Tobin <br />stated that the Community Services Board had~ experienced a cutback in State <br /> <br />revenues of approximately $100,000 in the! current fiscal- year. Mayor <br /> <br />McClain, on behalf of Council, expressed appreciation for the report. <br /> <br />Council considered a report and recommendation from the Multi-Purpose <br />Building Committee in which Mr. Brown stated that Council needed to take <br />action to appoint a new committee to continue the study of the project with <br />Henry County. Upon motion, duly seconded, iand by unanimous vote, council <br />appointed Mayor McClain, Councilman Oakes and City Manager Brown to this <br />Committee. <br /> <br />Council acknowledged a report from the City Manager on the receipt of a <br />$4,483 refund from the Health Department for FY89-90. Mr. Brown noted that <br />$17,000 had been budgeted for this refund in FY90-91 based on previous year's <br />experience. <br /> <br />Council considered adoption of a policy governing the appointment and tenure <br />ofthe various Boards and Commissions. Mr. Brown~explained.lthat the policy <br />would limit reappointments to three complete successive terms (unless there <br />are an insufficient number of qualified applicants to fill all vacancies), <br />limit service to only one Council-appointed body, require all individuals <br />interested in appointment to complete an application form, and establish <br />advertising for all vacancies. Mr. Brown! noted that the limitation on <br />successive terms applied only to boards and commissions appointed in whole by <br />the City Council, not to multi-jurisdictional boards and commissions. Mr. <br />Brown also noted that the limitation on service to only one Council-appointed <br />body also applied only to those which are appiointed in whole by City Council. <br />Councilman Adams expressed concern about the current staggering of terms on <br /> <br /> <br />
