TUESDAY. DECEMBER 1!~ 1990 <br /> <br />Of.th~ biennium and probably for a number of years~in ~he~futu~. In <br />response.to comments by a number of Councilmen, Mr. Brown said that-he would <br />draft a second Resolution for Counci!'s first meeting in January, 1991 which <br />would address State mandates to localities in areas other than solid waste. <br />UpOn motion, 'duly seconded, and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br /> WHEREAS, it is recognized that our Nation is experiencing financial <br /> stress as a result of the economic climate in the world; and <br /> <br /> WHEREAS, the economic downturn has resulted in a reduction in <br /> projected State revenue and cutbacks in revenue from the federal <br /> government to states, all of which in turn affects the amount of <br /> State revenue that local governments receive; and <br /> <br /> WHEREAS, the Commonwealth of Virginia should be complimented on its <br /> effort to cut costs where possible; and <br /> <br /> WHEREAS, the Commonwealth, in aneffort to balance their budget <br /> during the second year~of this biennium, has announced serious <br /> cutbacks in funds to localities;and <br /> <br /> WHEREAS~ the current mandates related to the disposal and recycling <br /> of solid waste will cause serious financial problems for local <br /> governments; and ' · .. <br /> <br /> WHEREAS, these cutbacks in revenue, coupled with the high cost of <br /> the solid waste mandates,.will~place serious financial stress upon <br /> local governments that are dependent upon revenue from the <br /> Commonwealth to provide essential services to their citizens and, <br /> especially to fulfill the mandates set forth by the Commonwealth; <br /> now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled December I1, 1990, that said <br />Council requests the Commonwealth of Virginia to give careful <br />thought and consideration to'delaying or foregoing for some period <br />of time the mandated solid waste requirements and any new mandates <br />.in an effort to ease 'the financial burden on local governments <br />during the time in which the economy is experiencing a downturn. <br /> <br /> '-Council considered an' annual report by the Piedmont Regional Community <br /> <br /> +Services~Board. Present from the Board-~were Sylvia Smith'and Joh~ Ullman, <br />~I.... CityiCouncil',s...appointees to the Board, and James Tobin,- Executive Director <br /> <br /> of the~.Board'..Mr. Ullman presented an overview of the Board's programs and <br /> activities, which was summarized in a written report whichhad been provided <br /> <br /> <br />
