TUESDAY, DECEMBER 11, 1990 <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, December 11, <br /> <br />1990 in the Council Chamber, City Hall, beginning at 9:30 A.M. All members <br />of Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; <br /> <br />GeOrge B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors, Council approved the minutes of its meetings of November 20 and 27, <br />1990 as circulated. <br /> <br />In accordance with Section 2.1~~344(A) of the CODE OF VIRGINIA (1950, and as <br />amended), and upon motion, duly seconded and carried by a unanimous recorded <br />vote, Council convened into Executive Session for the purpose of discussing <br />the possible sale of City-owned property, as authorized by Subsection 3 of <br />Section 2.1-344(A). At the conclusion of this Executive Session, Council <br />reconvened into regular session, wherein, by a recorded vote, each member of <br />Council certified that (1) only public business matters exempted from open <br />meeting requirements were discussed in said Executive Session, and (2) only <br />those business matters identified in the motion convening the Executive <br />Session were heard, discussed or considered by Council during said session. <br />No action was taken on this matter. <br /> <br />Council considered adoption of a Resolution requesting the General Assembly <br />to take appropriate action to remove or delay programs and actions mandated <br />by the State affecting local governments. City Manager Brown explained that <br />the Administration was recommending adoption of the Resolution because the <br />reduction of State revenue to local governments, coupled with the cost of <br />implementing mandated programs such as in the area of solid waste disposal, <br />will create great financial stress upon local governments in the second year <br /> <br /> <br />
