TU'~SDAY, DECEMBER llr 1990 <br /> <br />thgro~ghly and indicated some interest in the project, but were unable to <br />decide at that meeting whether they could participate because of a number of <br />unanswered questions that would require further study by the consultant. The <br />Board agreed to participate in this study and suggested that a Committee <br />consisting of-two representatives from the Henry and Patrick County Board of <br />Supervisors and Martinsville City Council, along with the Administrators from <br />each jurisdiction, be appointed to work with the consultant on an extended <br />study of this issue. Council appointed Councilmen Adams and Williams and <br />City Manager Brown to the Committee which will examine the scope of work <br />involved with the additional study of this project. <br /> <br />Mayor McClain reported on a response he had received from Delegate W. Roscoe <br />Reynolds ~regarding a letter which Mayor McClain had written to area <br />legislators expressing Council's concerns about bonding and sentencing <br />guidelines for those accused or convicted of serious crimes. Mayor McClain <br />reported that Delegate Reynolds indicated that the General Assembly has very <br />little control over these matters. Delegate Reynolds stated that these <br />matters might be better addressed'to the local judges. Council appointed <br />Councilmen Oakes and Williams to a Committee to meet with the local judges to <br />discuss Council's concerns. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as <br />amended), and upon motion, duly seconded and carried by a unanimous recorded <br />vote, Council convened into Executive Session for the purpose of discussing <br />appointments/reappointments to various boards and commissions, as authorized <br />by Subsection 1 of Section 2.1-344 (A) and a legal matter, as authorized by <br />Subsection 7 of Section 2.1-344(A). At the conclusion of this Executive <br />Session, Council reconvened into regular session, wherein, by a recorded <br />vote, each member of Council certified that (1) only public business matters <br /> <br /> <br />
