Council/Sqhool Board-meeting scheduled~.for November 20. ~-I -~ .... <br /> <br />Councilman Oakes stated that an insurance meeting would be held with <br /> <br />officials from the School System prior to the joint City Council/School Board <br /> <br />meeting... <br /> <br />Councilman Williams noted another recent shooting death in the West.End area <br />of the City and said that the penalties for this type of crime and for drug <br />offenses. are inadequate. Councilman Williams said that, unless the community <br />takes a stand against these kind of crimes, they will spreadto other parts <br />of the community. Councilman Oakes expressed concern that judges set bonds <br /> <br />too low for certain offenses, resulting in easy release for those offenses <br />and. aske~ CityI Attorney Worthy what could be done about this. Mr. Worthy <br />said that Council could do nothing directly, although it may be.able to <br />influence the State Legislature. Mr. Worthy advised against attempting to <br />influence a judge or magistrate as to the dollar amount of a bond. In <br />response to further concerns by Councilman Oakes, Mayor McClain asked Mr. <br />Worthy if it would be appropriate for Council to adopt a resolution <br />expressing concern with this issue and send it to local legislators and the <br />Governor. Mr. Worthy said this would be appropriate. Council asked Mr. <br />Brown to draft such a resolution. <br /> <br /> In accordance wi!th.~Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as <br /> amended), and upon motion, duly seconded and carried by a unanimous. recorded <br /> <br />.vote, Council convened into Executive Session for the purpose of discussing <br /> appointments/reappointments to the Office on Youth Board, Anchor House <br /> Commission and the West Piedmont Planning District Commission's Technical <br /> Advisory Committee as authorized by Subsection 1 of Section 2.1-344(A). At <br /> the conclusion of this Executive Session, Council reconvened into regular <br /> <br /> <br />
