report be given at the November 27, 1990 meeting of Council, noting that the <br />2% cost-of-living increase approved by Council in the FY1991 Budget is due to <br /> <br />take effect December 1, 1990. <br /> <br />Council acknowledged a report and recommendation on a request to amend <br />Section 12-82 of the City Code related to parking enforcement in which Mr. <br />'Brown recommended that the Ordinance not be amended to allow for a strict <br />four-hour parking limit in any one day. In response to questions from <br />Council, Mr. Brown said that the recently-enacted one-hour parking limit in <br />the lot behind Jefferson Plazasseems to be effective. <br /> <br />Councilman Adams requested that consideration of a new policy regarding <br />appointments to City Boards and Commissions be placed on the November 27, <br />1990 agenda. Council agreed to this request. <br /> <br />'Councilman Adams, citing the October 26, 1990 edition of the Wall Street <br />Journal, noted that citizens in some localities are turning to civil <br />penalties to combat drug law offenders. Councilman Adams asked the City <br />Attorney to research this practice in other localities and report to Council <br />on his findings. <br /> <br />councilman Adams requested that Council take a tour of Patrick Henry <br />Correctional Unit #28. Council asked the City Manager to contact officials <br />at the Camp so that a possible tour could be combined with Council's tour of <br />electric facilities on November 19, 1990. Council also rescheduled that <br />meeting to 9:00 A.M. <br /> <br />'Mayor McClain, citing a letter he had received from Mr. Philip Gardner, asked <br />that the security problems noted in the letter be addressed at the joint City <br /> <br /> <br />
