171 <br /> <br /> TUESDAY, SEPTEMBER 22, 1992 <br />Thelma Pinkard, 208 Park Street, expressed appreciation to Chief of <br />Police Terry Roop and Public Works Director Leon Towarnicki for their <br />efforts in addressing concerns about traffic problems on Park Street. <br /> <br />Council postponed a scheduled presentation by O. Randolph Rollins, <br />Secretary of Public Safety for the Commonwealth of Virginia, due to a <br />scheduling problem in the Secretary's Office. <br /> <br />Council considered conducting a public hearing on a request from <br />Southwestern Virginia Gas Company on behalf of R. D. and Evelyn C. <br />Edwards for a Special Use Permit under Section VIII, Paragraph G.1, of <br />the City's Zoning Ordinance in order to construct a natural gas <br />regulator substation on Lot 11 located at 614 Mulberry Road. City <br />Manager Earl B. Reynolds, Jr., noted that the Gas Company had written <br />a letter asking that the public hearing be postponed until the October <br />13, 1992 meeting of City Council so that the Gas Company could have <br />more time to review issues raised at the Planning Commission's public <br />hearing on this matter, which was held on September 17, 1992. Mr. <br />Reynolds recommended that the postponement be granted. Mayor McClain <br />turned over Chairmanship of the meeting to Vice-Mayor Adams at this <br />point and sat in the audience. The following individuals present spoke <br />against the Special Use Permit request and postponement of the public <br />hearing: Sallye Taylor, 223 Rives Road; Edward Philpott, 718 Jefferson <br />Street; W. H. Yeaman, 1513 Sam Lions Trail; Archer L. Thomasson, Salem, <br />VA; Blaise Plageman, 607 Mulberry Road (who presented a petition signed <br />by residents of the neighborhood in opposition to the request); James <br />Blankenship, 906 Hunting Ridge Road; Monroe Young, 601 Mulberry Road; <br />Julia Oakley, 606 Mulberry Road; Joe Leizer, 611 Mulberry Road; Mary <br />Rives Mei, 1227 Mulberry Road; Emily Burgess, 703 Spruce Street; Joyce <br /> <br /> <br />
