171 TUESDAY, SEPTEMBER 22, 1992 Thelma Pinkard, 208 Park Street, expressed appreciation to Chief of Police Terry Roop and Public Works Director Leon Towarnicki for their efforts in addressing concerns about traffic problems on Park Street. Council postponed a scheduled presentation by O. Randolph Rollins, Secretary of Public Safety for the Commonwealth of Virginia, due to a scheduling problem in the Secretary's Office. Council considered conducting a public hearing on a request from Southwestern Virginia Gas Company on behalf of R. D. and Evelyn C. Edwards for a Special Use Permit under Section VIII, Paragraph G.1, of the City's Zoning Ordinance in order to construct a natural gas regulator substation on Lot 11 located at 614 Mulberry Road. City Manager Earl B. Reynolds, Jr., noted that the Gas Company had written a letter asking that the public hearing be postponed until the October 13, 1992 meeting of City Council so that the Gas Company could have more time to review issues raised at the Planning Commission's public hearing on this matter, which was held on September 17, 1992. Mr. Reynolds recommended that the postponement be granted. Mayor McClain turned over Chairmanship of the meeting to Vice-Mayor Adams at this point and sat in the audience. The following individuals present spoke against the Special Use Permit request and postponement of the public hearing: Sallye Taylor, 223 Rives Road; Edward Philpott, 718 Jefferson Street; W. H.
