170 <br /> <br />TUESDAY, SEPTEMBER 22, 1992 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, September 22, 1992, in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L.D. <br />Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its September 8, 1992 <br />meeting as circulated. <br /> <br />Under Business from the Floor, Council heard from the following <br />persons: (1) W. H. Yeaman, 1513 Sam Lions Trail, inquired as to <br />whether persons would be allowed to speak on a scheduled public hearing <br />on a request for a Special Use Permit and was told by the Mayor that <br />they would be allowed to speak; (2) Doug Johnston, Fieldale, VA, read <br />a prepared statement in which he offered a "counter-proposal" to the <br />City's proposal to construct a Joint Judicial Center in downtown <br />Martinsville. Mr. Johnston claimed that by building a County-only <br />Courthouse on King's Mountain Road in the County and by eliminating <br />County prisoner transportation costs for 20 years, the City and County <br />could save $9,148,000; (3) Rev. James Hagwood, Rt. 1, Box 286, asked if <br />the City had corresponded with Environmental Transportation Systems to <br />advise them of citizen dissatisfaction with their presence in the <br />community, to which the Mayor responded that the City had not done so <br />because it had been advised not to do so; and asked if ETS had been <br />asked to inform the Fire Chief as to what materials are being <br />temporarily parked at the old R. P. Thomas trucking terminal, to which <br />the City Manager responded that they had been asked to do so; and (4) <br /> <br /> <br />
